The toolkit is targeted at national education coalitions, teacher unions, NGOs and anyone else concerned to promote the right to education and committed to campaigning for more funding for basic education. It aims to help you to
hold your government to account for delivering free quality public education by 2015
through:
- making adequate budget allocations (20% of budgets or 6% of GDPs);
- Pursuing transparent, democratic and sovereign processes in decision making over education budgets;
- Prioritising investments in properly qualified, trained and remunerated teachers (ending the use of cheap non-professional labour which threatens the teaching profession and the quality of learning);
- Promoting the active participation of civil society actors in national level policy processes;
- Demanding that donors live up to their promises on filling education finance gaps in a harmonised way, supporting national education plans.
