The Africa Group justified for cautious approach to adaptation indicators at COP30, says ActionAid
The Africa Group of Negotiators has taken a strong stance on the Global Goal on Adaptation at COP30, demanding ambitious, equitable and tangible indicators. Reacting to the position of African negotiators, Teresa Anderson, Global Lead on Climate Justice for ActionAid International, said;
“The Africa Group has good reasons to be cautious about rushing to finalise adaptation indicators. There is still no certainty that there will be money available to implement the adaptation tasks they are setting themselves.
The discussion about an adaptation goal was meant to support countries on the frontline of the climate crisis. But unless there is funding to do the work, the goal risks becoming a burden instead of a boost.”
She referred to the disappointing finance outcome in Baku as one of the reasons for the skepticism by the group, saying:
“To be honest, the terrible climate finance outcome we saw at COP29 is the reason for this delay. We are reaping the bitter harvest from Baku, where rich countries’ refusal to provide real finance has taken the wind out of the sails of so many climate discussions.”
ActionAid’s new report “Climate Finance for Just Transition: How the finance flows,” released shortly before COP30 climate negotiations, revealed that just 3% of climate finance is supporting just transition approaches.
