New draft COP27 cover note ‘offers hope’ to those on the frontline of climate crisis, ActionAid says

Commenting on the latest draft cover note published at COP27 and the mention of a loss and damage fund, Teresa Anderson, Global Lead on Climate Justice at ActionAid International, said:

“For people on the front lines of the climate crisis, this draft text offers hope that there will be a loss and damage fund to help them recover and rebuild in the aftermath of disasters.

“But there are still major unanswered questions including on who will be eligible to receive funds, who will pay, and how much money there will be. These questions will be punted forward to be resolved next year.

“If this draft is passed, there will still be huge battles in the years ahead, but for now this is a starting point.”
