This report, published as part of ActionAid’s project “NGOs and Humanitarian Reform”, examines the steps that have been taken to strengthen humanitarian leadership since the initiation of the UN-led process of Humanitarian Reform in 2005. The report highlights the challenges that continue to hamper effective humanitarian response, and offers recommendations on how to strengthen leadership in order to better serve those affected by disasters and conflicts
