MULTI-AGENCY FLOODS, HAILSTORMS AND LANDSLIDES DISASTER IMPACT ASSESSMENT REPORT FOR TESO, ELGON AND KARAMOJA SUB REGIONS

Heavy rainfall over the past two months have caused destructive flooding in several districts and landslides in the mountanious areas of the Country. Destructive winds and hailstorms have ravaged plantations and crops across the whole country.

There has been outcry from the population and reports from the local government leadership in mainly Eastern Uganda and several other regions of the Country concerning the extent of destruction and damages, though the Uganda National Meteorological Authority weather forecasts for the period March, April and May did not predict above normal rains that would result into; water logging, flooding, displacements and landslides.
The outcry by people and many reports by local leaders led to a meeting between Government of Uganda and Humanitarian Agencies especially UN Partners, chaired by Hon. Musa Ecweru, Minister of State - Relief, Disaster Preparedness and Refugees.
The purpose of the meeting was to discuss strategies for joint Government and Humanitarian Partners response to the effects of the floods and landslides. It was agreed that an Inter-Agency assessment mission be carried out in the most affected sub-regions of Elgon, Teso, Karamoja and Bukedi.
Four teams were set up as follows; Team 1 ( Teso)  to cover the districts of Katakwi, Amuria, Kumi , Bukedea and Butaleja , Team 2 (Karamoja) to cover the seven districts of Karamoja, Team 3 ( Elgon 1) to cover the districts of Bulambuli and Bududa, as well as Team 4 (Elgon 2) to cover the districts of Manafwa and Namisindwa.  The following organizations participated in the assessments; Office of The Prime Minister (OPM), UNDP, UNHCR, WFP, URCS and District Local Governments.
